SRS seeks input on labor restructuring plan

Although there are currently no scheduled layoffs, the Department of Energy's Savannah River Site has posted a draft workforce restructuring plan that will provide a framework of guidelines for any future labor restructuring.

The plan falls under the National Defense Authorization Act and is designed to alleviate the impact of any possible layoffs from contractor employees or local community hires.

“We want to stress this is not announcing any workforce restructuring actions; this draft plan is the Department of Energy's plan to manage these actions in the future,” said DOE spokesman Bill Taylor. “DOE-SR recently made some changes to the plan to align with guidance by the Department of Energy and is similar to other plans within the Department.”

According to the official document, the plan has four main objectives: to minimize involuntary separations, minimize the impact of restructuring on individuals who are involuntarily separated, lessen the detrimental impact of restructuring on the surrounding communities and maintain the integrity of the core competencies required to carry out the departmental missions at the Savannah River Site.

The restructuring plan also states that the Department of Energy must allow a period of public comment from representatives of state and local governments, affected employees and other SRS stakeholders.

Stakeholders have until July 22 to make a comment on the plan, at which point the DOE will proceed to the next course of action including analyzing the comments that are received and making changes to the plan in light of those comments if necessary. Once the plan is finalized, a copy will be sent to the DOE headquarters for approval.

Upon approval, the plan will then be transferred to Congress. Finally, the approved plan will be distributed and posted on the Savannah River Operations Office websites.

“The purpose of the public comment to the draft workforce restructuring plan is to open the plan up for comment due to the changes,” Taylor said.
