The Aiken City Council will meet Monday evening. 

The Aiken City Council will once again consider a plan to construct a subdivision between May Royal Drive and Crosland Park Monday evening. 

On the agenda for the council's 7 p.m. meeting is the first reading of an ordinance annexing, zoning and approving a concept plan for a subdivision to be called Royal Oaks. 

Five properties totaling 90.45 acres would be annexed into the city. 

The Gary and Mary Fulmer Family Trust owns two of the properties. Shaffer Builders owns one of the properties. Multiple people are listed as the owners of the remaining two properties.

Aiken County zones the properties Rural Development. 

If annexed, the city would zone the properties Planned Residential. 

The concept plan calls for the construction of 250 single-family homes priced between $280,000 and $290,000. 

The concept plan has changed several times as Midland Valley Development LLC has sought approval from the Aiken City Council. 

The original concept plan called for the construction of 333 homes. The concept plan was amended to include more buffer space and add five more homes. 

The concept plan was amended again before Feb. 26 to include 313 homes. 

The latest concept plan also calls for a 75-feet buffer to existing homes on May Royal and Osbon Drive, City Manager Stuart Bedenbaugh added in information provided to the city council ahead of Monday's meeting.

Access would be provided via Columbia Highway North and May Royal Drive. Only emergency access would be provided on Obson Drive. 

Several residents of May Royal Drive and Osbon Drive have expressed concerns about the traffic the new homes would be bring to the area and the density of the subdivision.   

The council voted to continue consideration of the ordinance Feb. 27. 

On the agenda for the meeting is the second and final reading of an ordinance amending the city's budget to spend some of the funds the city received from the state's settlement with the Department of Energy over plutonium stored at the Savannah River Site. 

Also on the agenda for first reading are ordinances: 

• Rezoning and approving a concept plan to allow an apartment complex to be constructed at the intersection of Gregg Highway and Lokey Lane; and

• Annexing and zoning single-family homes at 115 Vivion Drive and 107 Marvin Drive.

There are resolutions on the agenda: 

• Approving the city's allocation of accommodations tax proceeds

• Approving a list of Capital Project Sales Tax V projects to be submitted for approval to the county capital project sales tax committee;

• Approving the provision of water and sewer to the city's new water treatment plant; and

• Approving and mutual aid agreement with Lexington Police Department.

The council is expected to hear three presentations. 

First, the Henry Middleton Chapter of the Daughters of the American Revolution will present on Martha Schofield and Dr. Matilda Evans.

Second, the council will hear a presentation on National Disabilities Awareness Month.

And third, the council will hear a presentation on Child Abuse Prevention Month. 

The council will meet for a worksession at 5:30 p.m. to discuss bicycle and pedestrian data with traffic consultant Jennifer Bihl and to receive an update on Visit Aiken.
